The Illusion of Control: Why Red-Amber-Green Risk Matrices Aren’t Enough
Most of us are incredibly familiar with the standard risk register. We log a potential bottleneck, assign it a probability of 1 to 5, multiply it by an impact score, and plot it on a Red Amber Green (RAG) heat map.
While this qualitative approach is great for initial brainstorming, coming from a quantitative and M&E background, I often find it creates an illusion of control. It relies heavily on subjective human judgment which is highly prone to cognitive biases rather than empirical data.
When we manage complex, multi-layered projects, qualitative guesses simply do not hold up against real-world friction. To build a more resilient PMO, I believe we need to transition toward data-driven risk modeling:
